How to change the text color of a "Button" when the mouse hovers over it

For a standard button you can either use styles or transitions.

Styles:
https://www.wysiwygwebbuilder.com/pseudoclasses.html

Transitions:
https://www.wysiwygwebbuilder.com/transitions.html

Or if you use the theme-able button then you can set the hover color in the properties.
