There are Move up & Move down arrows at the top of the Site Manager.

Oops. I expected that the window size was based on the largest heading. I made it wider and there they are.

Note that you can also use drag & drop to rearrange items.
Hold down the CTRL key while dragging to insert an item below another item.

Thanks. Drag & drop worked, but the Ctrl-key I did not know here. Very useful.
