The problem is that if you activate the parameter, the layout floats. Moreover, it floats when publishing, and everything is fine in the preview.
I've been seeing this problem for many years, but it used to be a little easier. If you make a project with the parameter enabled, then everything was fine. And now, even if you start the project from scratch and turn on the parameter, the layout is all moving out.
There is only one way out - in any case, the disable option.

There is no difference between the HTML for publishing and preview.
In both cases, the exact same files will be generated.
Also, this functionality has not bee changed recently.
However, there is a mistake in your filenames. Thais may causes issue on the server.

When using the master-page and without using the master-frame, everything works as it should, but if you use the master-frame, the layout immediately breaks if you enable the "Creating external CSS style sheets for special page styles" parameter. I am now opening all old projects in the new version and everywhere this checkbox must be turned off, otherwise the layout will break.

if you turn off the option "Creating external CSS style sheets for special page styles", then this option works without problems.
Is it possible to make such a proposal that it would be possible to allocate a separate folder for style files, but at the same time the option "Creating external CSS style sheets for special page styles" worked?
I don't want the domain folder to be a mess.
