How can I see and change the view order (z-index?)

I have a header which has some overlapping objects. Is there a way I can see which ones will be in front/behind and change them? The normal send-to-back etc. doesn't seem to be working correctly and I want to see what is going on 'behind the scenes'

The object manager shows the order of the objects on the page.
