Going back (inserting new)
Let's say the Site is done, but now you realize that you want to add some to the top. Is it even possible to insert a new layer between layers? I really don't want to learn W**dP***s, but I have a feeling I'm going to have to if it's not possible to do this

yes that is possible!Is it even possible to insert a new layer between layers?
If you have used flexible layout (layout grid, flexbox) then you can insert the new layout grid or layer and use the arrange tools to move the layer to the top of the page (or anywhere else).
If you have used fixed layout, then you can select all items on the page and move them down. Or via the context menu-> select -> all below

Thanks- I was making this hard. I was moving everything down to make room for a new layer
