Maybe there is a 'compatibility' setting somewhere in Windows ARM?

Navigate to Apps > Advanced app settings.Look for Choose where to get apps.Change the dropdown setting to "Anywhere" (or "Anywhere, but let me know if there's a comparable app in the Microsoft Store").
3. Run the Installer as an AdministratorTemporary folder permissions can occasionally halt the installation script.Locate your downloaded webbuilder21.exe file in your Downloads folder.Right-click the file and select Run as administrator.
4. Unblock the Downloaded FileWindows SmartScreen occasionally flags downloaded .exe files from independent developers, preventing the setup window from opening.Right-click the webbuilder21.exe file and choose Properties.
Look at the bottom of the General tab for a security note saying the file came from another computer.Check the Unblock box, then click Apply and OK.
Fix 1: Spoof the Processor Architecture (Easiest)You can use a built-in Windows compatibility tool to trick the installer into thinking it is running on a standard Intel/AMD x64 computer.
1.Right-click the downloaded webbuilder21.exe file and select Properties.
2.Go to the Compatibility tab.
3.Click the button at the bottom labeled Change emulation settings.
4.Under Architecture spoofing, check the box for Strict execution architecture.
6.In the dropdown menu, select x64 (or Intel/AMD 64-bit).
6.Click Apply, then OK, and launch the installer again.
