I tried to use a header but the layout over lapped the first text in a layout grid. Also I want the header to work on all pages the same what should I do?

Re: Header
Need a bit more clarity. You say you are using a page header but don't say what mode you have set it to. I assume because you say it is overlapping the layout grid beneath it that you have it set to default/fixed and not floating. If you want the header fixed to the top, then you will need to add some top margin to the layout grid below. So if your header is 100px tall then add 100px top margin to the grid.
If you want to use the page header on multiple pages, then create a master frame/page with your header and then use this master frame/page for each of your pages.
