Maybe the file publish.dat is read-only?
Normally, this file is located in the folder:
C:\Users\USERNAME\Documents\WYSIWYG Web Builder\system
The folder may be locked by Windows ransomware protection.

Everything is set to allow for publish.dat.

Do you see the date of the file change when you save the publish data?
Or what if you rename the file. Is a new file created?

Renamed and new file created. Dialog box is now populated. Thanks.
