The menu looks to be a normal menu which you can find in wwb. Here is an official template from wwb templates http://www.wysiwygwebbuilder.com/suppor ... orate.html

You can download the template and take the menu and customize it more to your needs.

Thanks for the reply. Yes the menu itself is just a normal menu, what I am asking is how to make it act as it does on this website. You'll need to scroll the page down and up to see what I am asking.
