Deactivate a PC

How do I deactivate an PC currently using WB15?

I have a new computer and I installed WB15 on it. Now I want to deactivate WB15 the old machine so I can activate WB15 on the new computer

You can use the same email address and serial number to activate WB15 on the new computer.

Thank you. I realize that is what I can do.
Since the licence only allows 3 machine do I have deactivate the licence on the machine I am retiring
OR
does the licence mean only 3 machines can be active at the same time?

(but not using the software simultaneously on these three computers)
