Adding Global CSS to a Project

I have a CSS file that contains coding for backgrounds, sections, etc. that I would like to include with every page of my site. I know that WB creates a "site" CSS file based on the project's name. Is there a way to add my separate CSS file to that information? If not, what is the best way to ensure the global CSS is included with each page of the project? I know it can be uploaded via File Publisher, but that does not include the file in the page. Thanks!

Can't you add it to the Site HTML section? Are you using any master pages? If so, add it there.
