When I go to Options > General > Default Breakpoints and set the default values, those values are not saved once the program is closed. Upon opening WB and creating a new project, all the previously set default breakpoints have disappeared.

Are the defaults supposed to persist, or must they be set each time WB is opened?

These breakpoints are project specific, there are saved in the project not globally.
The defaults are for new pages within the project.
