I need help to set up the FORM correctly to be able to receive Cyrillic text

Currently all Cyrillic in the message is delivered unconverted.

I cannot make it work
It looks like at first I need to read browser info (how?)
And not just info but language settings
Then I need to create a rule which is ok but still limited

I can not believe that WWB does not have such a simple widget in our huge multinational and multicultural world
Also just a small language switch bar as well
