Is there a way the webpage user can input news data?

I have just bought V17 and restarted a project I was thinking of building when I installed V15, so I am hoping to avoid looking for something that still doesn't exist.
Simply put, is there a way a user of the webpage can add their own news item so it displays on the webpage?

There are several ways to do this. For example:

- new feed ticker
load the data from a database or CSV

- editable content'

I am using editable content on several customer sites. It works well.
