See the following thread with the same question it's answers on this and licence use.

But you can work on two separate projects and later merge them.

If two users are working on separate project(s) (to the same end) that can be merged would this mean that the 2nd user is required to have a licenced copy of there own?
Correct

Just a suggestion (as told... both must have a licensed copy of WWB)
I was teaching my son the WWB software and we setted up like this: (worked good because we live in very different time zones)
- For working on the same project, do not work on it at the same time.
- After one part finished the work, save a complete backup copy to a dedicated folder in the root of the webserver. Name it so either part always knows which are the newest backup.
- For getting all individual project settings like; styles, typefaces, extensions, publish settings etc you can mirror the WWB systemfolder to a shared cloudserver, that both users synchronize their WWB system folder to.
- Remember if using paid extensions... both users must have the license just like for the software.

It is good to have a messaging plan that regards the project, and always inform when updated the project and some notes about it.
Worked good for us. Just download and install the backed up project. After checking all is ok, erase the old one :D
Hope some thoughts can be to help

Also remember that you must have the same version of WWB (update build)
