Is there any way to compare two wbs files to determine which pages are different? I've found a couple different versions of a website and am note sure how they differ and which one is correct.

I suppose the first thing to do is look at the files' Date Modified, may give you a clue.

There is no option to compare to files other than to compare the date/time and size.

If that doesn't help you could load two instances of wwb.
Move one to the screen's left and the other to the right.
Then open each project and compare each page.
This might give you a better idea.

The only way to differentiate is to check the latest date which it was modified you can see it directly from windows right click then clicking on properties. You can check also by hovering the moues over a project which will show you "Date Modified". If a page is modified then the project is also modified.
