I have set the new robots.txt feature in the SEO menu to "Index, Follow".

When I run the Google Mobile Friendly test, I get an error: "Googlebot blocked by robots.txt"

There is no 'robot.txt' feature. These are meta tag settings.
Maybe you have added a robot.txt yourself? or maybe it was added by another tools?
