NEW HUGE WEBSITE CLIENT - Menu and Carousel Linking?

I've just received a very large project from the major player in my regional retail space.
Great stuff!
They have a number of retail divisions.
What I want to do is deploy a full width carousel that displays those retail divisions, but also highlights those major divisions in a horizontal menu (at least down to a 1024 view port)
Any suggestions please?
