Master Page not being applied to one page

Hi All. Hope you are safe and well during this crazy time!

I added a new page to my website and I use a master frame that shows up on all my pages but not this one:

You can see the master Frame here and on the rest of my pages:

What did I do wrong?

Also, how do I have the ubiquitos message that tells visitors that my website is collecting cookies and provides them the option to accept?

There is a big difference between the index page and the Biesse page.
The index pages uses fixed layout and 'Biesse' is using layout grids (flexible layout).
