The tutorial appears to be incorrect for the Master Frame.
It states: "To insert a Content Place Holder select Menu->Insert->Advanced->Content Place Holder."
In fact, there is n such item as Advanced. However, I have discovered the place holder can be obtained from Layout or Toolbox.
BUT this does not help, because there is no mention of how to insert it between the header and footer on the master _page.
There is no mention of the blue side panel.
What is it?
Where did you get it from?
Is this the component that separates the header and footer?
I would appreciate your help, please.

Floating elements are always added at the bottom of the page.
You can use the arrange tools to change the order.

Note that the tutorial includes a demo project to demonstrate how to use the content place holder in a flexible layout

The blue panel is just a shape. It's does not have any special purpose in the layout other that visual appearance.

I have since found the Demo and I am examining it. I see you have used shapes for the heading, side panel and footer.
It is possible most of my difficulties are because I have been using Blocks for heading and footer. This presents me with the problem of parting them. Only certain components will do this (I am assuming) so I have unwittingly made my life a misery by using them at this early stage of learning.

Blocks are just predefined groups of existing elements, to make it easier to reuse certain sections.
Once you have added a block to the page, it will be like any other group of elements.
So, anything you can do with standard elements can also be done with Blocks.
