Recommended Approach for Site Sync

I am new to this product and invested some time reviewing community links. Unfortunately, I have a relatively simple question but cannot find a recommended approach.
We will soon have two web site administrators. The existing website has been built up over many years using WYSIWYG Web Builder by a single user. The website contains about a hundred pages, a thousand or so images, and many sub-directories in the file structure. It is relative large.
1. We need to setup the 2nd administrator. What tool/procedure within WYSIWYG Web Builder is used to establish the existing site in a local directory?
2. What is the best approach to keep the local directory in sync with the published website? This would be to ensure that the backup site administrator, who will rarely update the site, does not inadvertently use old content and over-write recent changes. Will any of the built-in tools allow for this or is it a manual effort?
