Created a breakpoint 320. In the phone, the site does not allow you to scroll down, in the main version everything is hidden, but nothing changes. Here is the link to the video:

You can use the Object Manager to unhide objects so you can modify the properties.

I could not find anything wrong in the project.
But it may be related to 'parallax' effect. This is not supported by some mobile browsers.
In the page properties you can disable it for small screens.

Please share the updated project.
Also before sharing, remove all non-relevant content like extensions and objects that are not relevent to the issue.
In your project there are so many elements, that I have no idea where to start looking.

The option is still OFF for the header. It must be ON (checked)

Sure. In the main version, I hid layers with the parallax effect. In version 320, I created normal layers. It still doesn't scroll. I need parallax in the main version, and it turns out that until I remove it in the main version, the mobile version does not work correctly.

This does not disable the parallax effect.
You can disable the parallax effect in the page properties->advanced->scroll events and transitions

Disabling the effect in a breakpoints should work, if not then please publish the page so I can see if something is wrong.
