Custom Keyboard shortcut is lost when restarting

How can avoid losing all my custom keyboard changes (via Customize -> Keyboard shortcut Customize) when restarting?
Do you mean the settings are not saved?
Maybe the software does not have permissions to the registry or is blocked by your firewall?
