Having problem with the layer.

The first image is the view I have in WYSIWYG 15 and after I Preview in the browsers, I get the send image just like in the screen.... Why does it always overlaping??? I have getting this problem always. Please help me.

Maybe the layer uses a fixed/absolute position?
In that case it will overlap floating/flexible content.
