Custom (made by me) 404 page - How to do it or is it possible with WYSIWYG builder?

How can I make a custom 404 page? The host's 404 page is vague and full of self-promotion and although I hope that no one ever gets a 404, I'd like to have a nice page that informs of the situation and offers either the home page or the contact page or both.
I'm sure that I can make such a page and make it responsive but the program does not offer the ".shtml" option for naming/publishing.
The here is already a file on the server - I'd just like to replace it with my own page. It is named "404.shtml".
I do delete pages occasionally as needed. Are there any rules or suggestions on that?
Any ideas?

You simply just design the page as you normally would, maybe keeping the same colour (s) used. Make the error page user friendly, give a amusing reason why they have landed here, even a amusing image. Provide links to pages you think will be of interest eg a Gallery or Contact page. I have also seen 404's that have a search on them or even a sitemap for user ti use to find or navigate the site.

You can manually type this yourself Page Properties->General->File Extension->shtml
I would have also said you may have to write to the .htaccess but as your host already outputs a 404 page then there is no need.

Just curious but why do you need .shtml?

Hi and thanks for the answers.
As it turns out, the "404.shtml" file is only on the sites that do not have .https security installed. It must be hidden in the secure ones. I'll see what I can find out from the host's tech help.
That's great that I can just manually call the file extention and not be limited to what the program offers.
One last question once I get it all figured out - can I still use a master page with this new page?
