Index / Follow Issue

On a few of my pages I have my page settings set to noindex / nofollow. However, when I preview or publish - then view the source code, I find that it shows as index / follow.
Any reason why this would happen?

Maybe you have set something different in the master page?

Yes, for master frames. Not for master pages.

does this mean i will need to create two separate master pages? one for pages to be indexed and one for pages not to be indexed?

No, "master frames" is not the same as "embedded page".

Yes, if you need different settings.

I use a content holder on the master page. I tried to search master frame in the help section but could not find it.
What is the difference between master frame and master page?
