I have just updated my V21 to the latest build and now when I go to add blocks to the page it pops up an error saying

Cannot create a file when that file already exists

some of the blocks do work but most of them when I clck the heading like Articles, Cards, Carousel etc give the error.
I have uninstalled the program and removed the directory and re installed and it does the same thing.
Any thoughts on this one Pable.

I am not familiar with this error.
But it sounds like a local issue with permissions.

Please make sure webbuilder.exe has access to the Block folder.
For example, Windows ransomware protection may block the folder.
