Installing the right language

Hello,

Due to a computer crash I had to reinstall WYSIWYG. My version is 16.4.5 (65Bit). This is in English how can I change this to Dutch? When downloading and extracting in the Dutch module, it wants to install version 17.1 and that is not the intention. How can I do it then?
