Previously, when I inserted an Image and published, one could hover on the image & the file name would appear. One could then click it and a larger version of the image would open.
When a Picture was inserted, this ability was not available as a Picture was just a picture.
Now, when an Image is inserted, its attributes is exactly like a Picture - no file name appears when hovering on the image and no ability to click it to enlarge it in a new tab.

Did something in 17.1.2 change "Image" attributes?

The hover functionality is not something that is specific to WWB. Also, this has not changed recently.
It is/was probably a feature of your browser.
But you can implement this behavior by adding a link to the same image.

Previously:

So it appears that now "Insert Image" is same as "Insert Picture" - is this correct or is there a difference between Inserting "Image" vs "Picture"?

This functionality has not recently changed.

I've inserted an Image and a Picture - same results as both now do NOT allow a "Click to open".
Previously, an inserted Image DID allow a "Click to open" using the same Browser I've used for years without requiring to go back and insert a hyperlink.

Probably the best and easiest way to help you is for you to simply provide a basic demo (the .wbs file) Please upload this to your own host and then provide a url to download it.

I have tried all previous versions. None of them works like this.
Maybe you are confused with the Photo Gallery?
