*** NOT A BUG *** Possible bug in Page Properties
When I select 1280 x 1024 as "Target screen size" in the Page Properties, WWWB inserts 1280 x 1025 in Width x Height.

I think you mean 1250 x 1024?
This is intentional behavior, it takes the scrollbar width into account.
Note that this is also documented in the help.

OK. I get it. Didn't know that. And indeed the help mentions it (rtfm, rtfm, rtfm ...).
That said, I am working on a website in kiosk mode, where no scrollbars will show up
