Will it allow to create PWA applications?
Will it allow to include Excel sheets directly and linked to the table?

WYSIWYG Web Builder was designed to create website layouts, not "web applications'.
Web applications require programming.

Will it allow to include Excel sheets directly and linked to the table?

You cannot directly link to Excel, but you can use one of the data extension sto link to a CSV file.
