Master Page - ...Page can not be selected!

Starting a new site. I created a master-page with a header and footer. Created an index page with a bit of content.

Directions:

Step 2
To use the master page in another page:
- Open the Page Properties->Miscellaneous
- Click Select to the select page.
- Set Type to Master Page

When I try and select my master-page I get an error "This page can not be selected! Please select another page.

I started over from scratch and still get the same thing.

This error indicates that you cannot use the page as the master page of itself.
