I need to have a CSS navigation panel on every page and they need to be identical. I have the Panel on the first (Index) page and have copied it to every other page. If I change the index page panel I need to change all the others. I believe there is a way to do this and have looked on the forum but do not understand at all. If there is a way so that I do not need to copy/paste the navigation panel which would then involve uploading all the changed pages I would appreciate a big hint.
I see there is a way to synchronize to the site manager, or another menu, but I don't think I can see a way of synching with the menu on the index page.

As Pablo says, just use a master page. It's very easy to do and will sort out your problem.
