Note that you can use nested grids, but you cannot use nested forms. This means that the outer grid should be the form. For all inner grids the 'Enable form' property should be OFF. Please note that I cannot see what you have done based onthe HTML code.
However, I do see that you have multiple nested forms. This is not correct. There should only be one form.

This has nothing to do with WWB. It is a HTML rule.

Your page has multiple nested forms. This is not supported in HTML.
There should only be one form, usually the outer grid.

I think you will have to take a few steps back. Your form looks very complicated and I have no idea where to start looking. I suggest to start with a simple form, where you only implement the 'department' functionality. Once you have that part working you can go and integrate it in your other forms....

For me, the tab look correct.
Maybe there is an issue with your browser?
Did you try to clear the cache?

If you double click an object in the Object Manager then the object gets selected in the workspace.
Also, the debugger in your browser (F12) can be helpful.

- Open the Object Manager
- remove Text22 and Text23

However, I recommend to remove all separate text objects and enter the text directly in the cell.
