I'm creating a site with 3 sizes, default, tablet and phone size (dunno pixels exactly yet).

I need to use a different image for my header and footer, which I have already selected.

I have a "master header" page, laid out as I want.

Would I make this master header responsive?
Or would I create 3 ...

I am about to build a site, and have somewhat limited skills/experience.
I have use this builder before, and can handle the basics, though I cant code anything myself.
