Okay, I did the following.
First, I created a page in WB14 that was like your test page. Only a text and protection on it. Then I published this as a wbs file saved and tested. The protection worked.
Then I opened the project in the WB 15 and again published separately. The protection did not work ...

I was using Java-Mode. It worked without problems.

Additional: Your Test-Page is working. I tried it. I also tried it withh WB 14.4.0. It was running as well. Only in WB15 it dosnt work.
