Thanks for all your suggestions. Unfortunately, none solved my issue.
I did, however find the issue causing the extended page lengths.
For some reason the PhotoGallery object dimensions were not auto calculating for all BreakPoints.

Yes I understand it happens because I have breaks in the H1 heading.

So what you are saying is that a Heading text in WWB can not be layout/formatted with line breaks ?
The H1 can only be 1 line ?

Only you would know this as we have no way to know how you previously created them!. Looking at the source you have multiple items using #wb_PhotoGallery1 for different breakpoints or ...

I am having an issue with page length. Some pages display longer than the actual content, some display correctly.
What setting(s) do I need in order for the page to display only the content and not a longer length ?

This is the second time I have encountered this issue.
If you look at the 21st image thumbnail and then click on it you will see the proper exposure in the full size image.

When the browser window is shorter than the list of pages listed in the menu, there is no way to scroll up to return to the 'Home".
You can scroll down to reveal all the unseen menu pages below, but no scrolling up to select the 'Home' page.

I only use Breakpoints as I want the page to display exactly as I designed the layout to be viewed.

1800 for 1920x1080
1200 for 1366x768 & 1280x720
1024 for tablet landscape
768 for tablet portrait

Have you looked at how it correctly renders on a PC? It always stays behind the text art perfectly.
I don't think it has anything to do with transparency. If that was the case, it would render incorrectly on a PC also, no?

I can't understand why on my iPad and my wife's iPhone the logo spins in front and covers over (hides) the text surrounding the logo as it spins.

Yes, the right and bottom panels do remember the last size, whether increased or decreased from the default.
However, the left panel will only remember the last size if the size is increased .
If one decreases the size (from the default size) it will not remember the smaller size.

Closing and opening WB resets it's width to the original size of the panel, not the adjusted size.

Has something changed in PhotoGallery in the last 3 weeks?
3 weeks ago I was able to create a PhotoGallery that (I think) allowed for a different thumbnail size in each breakpoint.

1 - On a phone display 3 thumbnails 90x90 would be fine
2 - On iPad portrait 7 thumbnails 90x90 would be fine

I know it is 90x90 that is generated/uploaded.

Try and add a gallery and set the thumbnail size to 200x200 then preview.
It will display the thumbnails correctly without scaling.
Add a second gallery and set the size of the second gallery thumbnail to 150x150.
Preview and you will see what I am ...

If you want more control then you will have to specify a custom thumbnail image in the properties.

I am selecting my own custom thumbnail size.

The problem appears when one adds another gallery. If the two galleries use different size thumbnails this is when the issue appears.

I believe the issue I have is that WWB creates a 90x90 thumbnail .
When it is displayed it just zooms out to the dimensions set in the Photo Gallery/Properties/General/Options/Thumbnail Size.
Is there a way to change the setting for the actual dimensions of the thumbnail that is generated/uploaded ...

I have the menu now 'responsive' and it breaks at 360.
There is however an issue with the 'spacing'.
When it breaks at 360 it stops adding in the spacing. It should change the spacing from H to V and there is no option to do so.
Funny enough though, it does display properly (with vertical spacing ...

Sure it has (had, I removed it) a Fade. So a fade is supposed to cause that ?
