If you use an FTP client, such as WinSCP or FileZIlla, you can easily log in to your server and the error_log file should be readily available. Fairly straight forward.

Most likely incorrect email settings on your web host server. You should be able to review the server's email logs to see if you are reaching it, and what if any, error messages are being triggered.

This is not (and has never been) the default behavior.
That is good to know, as it gives me something positive to go on. Let me do more on getting the settings worked out first. I don't want you to spend time unnecessarily if I did something obvious by mistake.
