Smooth Scroll - where is the option? Can't find it

I tried to find the smooth scroll option, but just can't, i remember it was somewhere in WB, but can't find it.

I searched the forum and its all about smooth extentions, but im sure it was built in WM itself somewhere.

Can direct me where it is? ty!
