I understood :
You cannot use effects in responsive web pages ; Are events not responsive either?
You can make a shape responsive (with right output format : css3)
Can you use tooltips in responsive pages?
(I am not quite sure I want to use them. Your answer will help me to decide)

Tooltips are controlled by JavaScript, so they same settings apply to all breakpoints.
