Breakpoints Max-width (or is it min-width?)

OK, I have a website design with a default (>1280) and Max-widths of 400, 768, and 1280.

Everything looks great when published and viewed in Chrome (v71, 64bit) EXCEPT that the max widths for the breakpoints are acting as "min-widths" and it event appears in the Chrome "Inspect viewer" as min-width. My display is set to 2560x1600.

For example, when resizing the Chrome window to say 1250 pixels, I see the page designed for the 768 Max width, and the following is in the "style" pane of the Inspect viewer.

The same holds true for my 400 pixel break point, it is visible up to a 767 pixel Chrome window.

Any thoughts?
