How do I move objects around in a responsive layout?

How do I move objects around in a responsive layout?

I've designed a site but am having problems with movint things around.

Problem1:
I had three row objects - one of which holds a master frame.
Underneath that I have a full page width picture.
Now I wanted to insert another row object between them to put a special offer up.
NO CAN DO
It just will not let me put a new object between the existing ones and there seems to be no way I can get over this.
Yes its 2 in the morning and I am still searching for an answer.

Problem2:
I have a text object inside a layout grid object - fine.
However I want to insert another text object above this.
It will not let me - it always goes underneath - no matter what I do.
How can I do it - it's really bugging me - otherwise the package looks great.

You can re-arrange objects with the 'Arrange' tools.

If you right click the object you have "Move up" & "Move Down", I used that feature to overcome a similar issue when dropping an object into a frame, you can't drag them to where you want, but the "Move" right click menu item will do it for you.
