Menubar Doesn't stick to the right side in preview

I'm trying to make a header with menubar that always floats on the screen when scrolling down the page. I used a sticky layer with full width attribute and placed a css menubar at right and a header text at the left. I set the breakpoint to 768 too in RWD menu of css menubar. Now when I see the preview of the page, the position of the menubar isn't exactly at right side and when I'm trying to change size the browser window, the menubar isn't sliding with the browser window size and at the breakpoint, nothing happens. I'm a little confused. I have attached the wb file here, please check and let me know how can I make it sliding and responsive. Layout grid could do the task but there is no option to make a layout grid sticky and always floating on the top.
Under this header, I want to add a full screen image and place a text in the center of the image which I tried to do with a floating layer with "Full Screen" property but again the text which I place on top of the layer, doesn't slide if I change the browser width. Could someone modify the wb file to make it work like the way I want.

The elements on a layer are not flexible. The objects are placed with absolute positions, so the menu will be displayed at the exact same position as in the workspace.

If you want to create a flexible layout, then you can use layout grids.
Or implement breakpoints so the size of the layer can be adjusted for smaller screens.

Instead of a layer, I used layout grid and changed the property to Layout: Fluid and Position: Fixed, after that it worked. WYSIWYG Web Builder is awesome. :D
