master page with RWD

I am having an issue where my footer has to be at a certain level down on my main page otherwise it scrolls past the footer. So I end up with lots of empty space once you scroll past the content until you get to the footer. Any idea what I am doing wrong?

I have created two other break points but this doesn't seem to be an issue on those.

I am not on my computer that has the project file at the moment but perhaps you can just load that page and see I have a lot of space between the end of my content and the footer. If I change the page height in my master page for some reason the footer will move up but the page will continue to scroll past the footer.
