Use Blocks with master page

How I can Use blocks with master page contain

header block
content place holder
footer block

the footer block always cover the content place holder when drag it to the page.

how I can make the page with the above arrangement

Most blocks are using layout grids, so you will have to set the Content Place Holder to 'floating"
