Content Place Holder length on master page

Hello,

What should the length of the content place holder be set to on the master page in order to avoid 'white space' on individual page lengths? I find that I have to continuously adjust the length of pages in breakpoints to eliminate the gaps at the bottom of pages.

The height does not really matter as long as it's not too high.
The content place holder will expand but not shrink...

I thought that it had to be as long as the longest page :)
Maybe instead of using a regular layer as the footer, I should use a 'footer layer' which should automatically adjust to the content place holder's length, yes?
