Or start from scratch on a new site can it be built fast and be responsive to build and and make everything friendly takes hours.

but everyone now is demanding it..

Who has that much time to learn and fix all items.. must be a quicker way..

tried to learn a few web programs to build they were not any easier..

If you build your website using master frames then you can change the 'frame' of the page without having to redo all pages.
