it also works fine at my end
ie stops running when trying to use the embed function, however, all is correctly rendered

i do not and cannot know what happens at your end, but at my side works fine and there is no z-index issues
the only easy and quick workaround is that you isolate the embed in a (sub) page and in your main page put an iframe instead
then set the iframe pointing to that (sub) page that has the embed to the pdf
(and please do not blame on the function "stickybad" because it works fine! - please also note that you are using an html4 doctype and embed is officially supported in/from html5)

I did not mean to offend with the file name, only the position is bad, not the extension!

Unfortunately, I have asked the site owner to test it for me, and she sees exactly what I see. When the browser is narrowed, the sticky disappears behind the PDF plug-in. She is using Safari and Chrome, while I am using IE and FF. I do not understand how you see it working at all.

I'm sorry to be such a pain, but it is truly not working for either of us.

i already gave you an explanation and a workaround to solve this at your end
if it works fine at my end, i do not see any issue to solve... i am both trying to guess and help

perhaps can also help moving the embed object back in the z-order
you can do this moving back that object in the wb objects manager panel

Apparently, there is nothing we can do to get it working for me or for the owner.

I changed the pages to html5.
I embedded the PDF into the test page and used an Iframe into the main page.

It positions correctly until the PDF loads. When the iframe is empty and still loading the pdf, the order is fine.
It positions correctly over the top of the header and the menu bar regardless of the PDF.

Changing Z order has no effect whether I toggle z-order on or off in page properties.

Guess I will just have to find another way, but thank you for working with me on it.

please send a sample problematic project file (only to demonstrate the issue, a full project is not needed) to the address from where you received the extension

Note to future users! There is NOTHING wrong with this extension and it works BEAUTIFULLY across all kinds of browsers and all kinds of page designs: except one. You cannot put anything in front of a PDF, period. RZ has spent countless hours with me trying to make it happen, but it is out of his control, out of my control, out of the user's control. Because each browser renders a PDF in its own way, and separately from the rest of the page, it will always load to the front. Can't be helped, so don't bang your head against the wall trying. I recommend this extension highly and have been thrilled with the results in the other ways I have used it. Big shout out to RZ for outstanding support and a super little extension!

thank you very much for clearing this up to avoid confusions
the <embed> tag when pointing to a pdf opens the installed reader instance and each browser behaves different in that case
some put it over all of the other html objects in the page, even if you open it via the inlineframe method
