Can the CMS side of WB do this?

Hi all,
Got a potential new client who wants a website with a Login system in-place, such that when people join, they can log-in to a .com website we're going to do for them, where they can see tailored-content to them, individually. I'd like to use WYSIWYG Web Builder and the CMS tools associated with WYSIWYG Web Builder to do it. (But, I will need to set up a MySQL database from within our web-space also, in order to use the CMS functionality too, correct? )
What the Registered Users need to be able to do is, once they log-in, someone who would essentially be the "Administrator" of this .com website I'm thinking of using the WYSIWYG Web Builder CMS system to do, would need to be able to push tailored content towards each Registered-User of our website who logs in, individually.
The premise of the website is like "healthy living", and whatnot. And so, the Administrator will sort of push YouTube videos, or put up a file-download, or maybe provide a URL hyper-link to different registered-users, give them workout-regimen programs or healthy-living-plans, individually.
It doesn't need to be anything flowery or fancy, as far as front-end graphics and things go, either. Just, does the CMS functionality of WYSIWYG Web Builder have the potential to have sort of an "Administrator" that can push content to the Registered-Users in this way?
I really want to use WYSIWYG Web Builder to do this with them.
