General advice for new site

I am about to build a site, and have somewhat limited skills/experience.
I have use this builder before, and can handle the basics, though I cant code anything myself.

One main component is (many) random 'tips'.

What is an easy to use a box or border for these tips...or an easy way to create these quickly.

Having them databased would be ideal, but I don't speak PHP.
Is the CMS a simple way to use a database?

Please point me in the right direction, or I will wander aimlessly.
